October 27-28, 2016 in the Vinnytsia State Pedagogical University named after Mykhailo Kotsiubynsky was held the International Congress on special education, psychology and rehabilitation: "Education for special-needs children: from institutionalization to inclusion". The purpose of the event was to determine the development strategy of education for special-needs people in Ukraine. The discussion was joined by the scientists of the National Academy of Educational Sciences of Ukraine, the National Pedagogical Dragomanov University, the leading experts in the field of special and inclusive education of higher education institutions of Ukraine, as well as Poland, Slovakia, the United States, China, Italy. The participants of the Congress received welcome letters from the Chairman of the Charity Fund of Petro Poroshenko, Maryna Poroshenko, and the Ministry of Education and Science of Ukraine, Liliya Hrynevych.

The Doctor of Psychological Sciences, Professor of Department of Pedagogy and Psychology of educational activities of ZNU Yevheniy Klopota was invited to participate in the International Congress. At the plenary session Yevheniy outlined in his report the features of psychological support for visually impaired people in an inclusive space. Besides, Professor Klopota led one of the workshops, in which were analyzed the problems of socialization, legal aspects and the role of public organizations in the integration of special-needs people in the socio-cultural environment. During the work of Congress, scientist from Zaporizhzhya had the opportunity to exchange experience with foreign colleagues, including D. Pauyel, Professor of the Southeast Missouri State University, Cape Girardeau, USA.
Upon completion of the International Congress the resolution with suggestions from the chairmen of the workshops was formed. It touched upon the optimization of inclusive educational space in Ukraine, including the activation of the development of Ukrainian speech synthesis, and the preparation of the methodological and learning materials in Braille for visually impaired people.
